Using STMCube and HAL. I setup timer 5 in M4 code. I can not read the value of the timer (CNT reg) from M7 code. Am I able to programaticly change bus matrix to give bothe cores read access to the timer value?

Why not? Both cores can access the peripheral regardless of what is set up in CubeMX.
