The website has had issues with download links for a month or so. It might work again on Monday...

I'd suggest you download CubeMX and have it pull the F7 libraries.

Like I said it might work on Monday, it wasn't working when OP complained about it, I checked.

I've downlod this in the past, but links on the site fade in and out of existence randomly.
