STEVAL-IME009V1: cannot get any support for development board on this device. I spent 1500 USD for two cards to get the development and for two months cannot get any support or response form legal department. Please help !

This is a user forum with only casual ST presence. Unfortunately, for specialized projects, not many people are going to be doing the exact same thing as you are. Seems like this is really a question specific to STEVAL-IME008V1 and not really any STM32 chip, which is going to significantly limit the number of people who can help.

I suggest you actually phone ST Support, that has worked for me in the past to find proper support path for a less common product.
