Guessing at context here, use the Summary for a post title, and the body of the post to provide salient details...
Have STLinkUSBDriver.dll properly pathed so the application/system can find it properly, and use a consistent version of it.
Perhaps have it in the application directory?
Avoid having it in a Desktop virtual directory, and within a ZIP file.
Check your AV software is not flagging it or otherwise breaking it.

That you have drivers and you can see it in Device Manager
If you have a connection open in another application, ie Keil or IAR, you will not be able to access elsewhere.
Check Cable
Avoid Hubs, Docking Stations, DELLs
Try different port, cable, machine..
Will not recognize if using a J-Link or u-Link pod.
