Cannot connect to target!

Hello,
First of all i am new to all of this programming.I am using a St-Link/V2 Isol but everytime i want to connect to the target i get this messageCan not connect to target!Please select ''Connect Under Reset'' mode from Target->Settings menu and try again.If you're trying to connect to a low frequency application , please select a lower SWD Frequency mode from Target->Settings menu.i have connected the board with Pin 19: VDD 3.3vPin 20:GNDPin 9:TCK SWCLKPin 7: TMS SWIOthey also told me that the ST-Link should be visible as an mass storage on my computer, but it shows up as an usb dongle.Thanks in advance #st-link-utility #no-target-connected

Suggests the target is non-functional, no details of what it's attached too.
Might want to get Pin 1 connected to the target's voltage.

The target is an controller for an E-bike who needs to be reflashed.
