Problem ICP programming ST72F324L device with STVP

I have been developing an application on the ST72F324LK6T6 with DVP3.
During emulation all is well. When I solder chip to app board and try to ICP program (with STVP ) I get an error message ''PROBLEM DOWNLOADING MONITOR'' I have programmed many devices with this setup and not had problem, but this is the first time on the 3v parts. I have done the following:- 1) Checked the ICC schematic against the datasheet. 2) Removed target crystal, connected ICCOSC to OSC1 and connected OSC2 to GND. The ICCOSC signal has been checked with a scope for the presence of a clock. 3) Checked DVP settings ICP-OPT Disable and 3V app. supply switch setting. I have read a little about the ICC protocol and have confirmed the pulses on ICCDATA. One thing I did note was that the VOH levels on the ICCDATA and ICCCLK are a little marginal ( 2.4-2.5v ). I tried pullup resistors on the app board on these lines but it made no difference. The RESET and ISPSEL lines also seem ok. Any suggestions ?
