I want to buy STR730 MC. Can I attain its free development kit(Just its programmer enough) and from where

Hi,

The Raisonance STR7 toolchain (including GCC from GNUARM) is free as far as the software is concerned. Have a look there:

However, you will have to pay if you want some hardware: programmer and/or debugger and/or demo board.

In case of the STR73x, the chip itself includes a UART bootloader that is supported by the Raisonance software tools, so in theory, you could get away with that without paying anything except electronic components.

In practice, I advise you to buy at least a demo board, because it will save you a lot of time (then it depends on your salary...) and it will make you eligible for support from the company whom you'll buy the board from. (There is usually no support for free tools... :) )
