I am trying to confirm the marking ID on the physical part (4FFT 8311) UFDFPN-8 EP for St. Micro # M24C64-FMC6TG

4FFT or 464T seem most prevalent for M24C64-FMC6TG. The number line is a lot/production code.

Is there an App Note document available memory devices?

There are data-sheets, unfortunately a lot of ST's lack marking information.

I2C EEPROM's tend to have a pretty simple / common usage method.

Correct, the current markings for the M24C64-FMC6TG are 4FFT (newer) or 464T (older, older, should no longer be available).

The last three digits of the 2nd row stand for the date code YWW, i.e. your 8311 is to be interpreted as 2013 or 2023, week 11.
