Start with the local sales office, reps, or FAEs associated with your account / area.
Failing that find the ST staff with Motor Control responsibility and management, and shake that tree. Assuming the request hasn't gone into a black-hole, perhaps the account management/tracking doesn't have sufficient customer information to approve, or lacks NDA, SLA, etc
