Olimex has very cheap boards for Energy Micro and the current STM32F parts. You could start with those and switch to the STM32L later, which is very similar to STM32F.

The Cortex M3 core is of course very similar for all M3 based micros. The peripherals will be somewhat different but generally comparable in functionality.

I think it is the peripherals that give Energy Micro its specific low-power achievments; eg, the way (some of) them can work autonomously - without having to wake the CPU at all.

Of course, the actual power consumption the you can achieve in your actual application is (usually) far more affected by the nature & design of the application than by the ''low-power'' features of the chip.

eg, achieving really low power relies upon putting the CPU to sleep as much as possible - if the nature of your application doesn't allow that, then you're stuffed - no matter what clever ''low power'' features the chip may claim to have!
