i want to develop application which runs with very low power, please suggest latest mcu which has minimum cost

I understand what's problem. If you take look at the hierarchy under driver/stm32f4xx_HAL_Driver. You will notice hal file related to rtc not present. You have to link this file path so that this file will be available.And after that compile code.
