STM32L4P5 Programming fail

if we don't make a full erase, this error comes up.
I hoped it would disappear with V2.18

Does it work if you upload to flash at 0x08000000?

with a binary file (we attached a 32bit CRC), the Programmer seems to interprete this as an offset so it must be zero. 
I also tested programming it with the hex file, where 0x08000000 is selected automatically, but same error message occurs.
It only can be programmed when you first make a full chip erase.

it works now with Version 2.19
