Check the power regulator voltage scale setting in the RCC settings. If power regulator voltage scale 3 is selected, you cannot exceed 200MHz

When the configured values are highlighted, it means that they are out-of-range and there might be potential issues.

A solver feature is proposed to automatically resolve such configuration issues. You can click on "Resolve clock issues" so that STM32CubeMX proposes you the adequate values.
