STM32L443VCT LCD internal step-up converter supports minimum 2.6V supply. Does that mean LCD will work up to MCU minimum operating voltage i.e.; 1.6V and internal step-up converter will boost the voltage to required minimum LCD operating voltage?

The function is guaranteed for the STM32L443VCT for a minimum VDD of 1.71V (data sheet, section 6.3.1).
Yes, if the internal step-up converter is used, a constant LCD voltage can be generated independent of VDD, even from the minimum voltage of 1.71V mentioned above.
