All STM32 CPUs seem to be out stock, but this chip. Is there a reason for that. What I am worried is that is there flaws on the chip, or is it just expensive.

Why would there be something wrong with it?
There are plenty of other STM32 chips in stock on Digikey, this is hardly the only one.

Dual core, 480 MHz, with crypto/hash, likely to need more import/export paperwork.
Expect you'd need paperwork on file with Mouser or DigiKey for them to ship.
