ST-LINK error (DEV_TARGET_HELD_UNDER_RESET)

Hi I am working on a own prototype.The issue facing is NRST pin pulled low once powered on.Actually it should give me 2V.
MCU used is STM32G030K8.
and also on checking the PCB tracking its fine .When we checked by removing the MCU chip NRST is 2.0v .What may be the reason ,PLease help

Some possibilities:
- Incorrect part rotation. Pin one is bottom left when "STM32" reads from left to right.
- Errors with the schematic design, perhaps power pins are not connected or missing caps.
- Bad soldering job (bridges or cold solder joints)
Consider posting the schematic and a high resolution in-focus picture of the device.
