Yes, it is free after  you request it, then  ST will grant you the PID for your application using STM32 MCU USB device.

Hello,

I am in the process of developing a USB enabled monitoring device using a STM32F103 microcontroller with native USB support.

Since the company I am working for does not own a USB Vendor ID and the number of units of this product will be <10000 I would like to apply for a PID from ST.

I already contacted the local ST office in Munich (Germany), but they haven't answered yet.

Is there another person or e-mail address I can contact?
