Don't use via-in-pad with BGA unless you have a lot of experience doing so, or really trust your board house. Getting it done right/reliably is typically not cheap.

thanks. My board manufacturer hasn't got much faith in the accuracy of drilling small vias either (unless I use expensive laser drilled micro vias).  I probably should give up on the idea of having vias in the pad  - but then I will have nothing to lock the BGA into position.  It's starting to sound like BGA is just too difficult to do by hand.
