If I remember correctly the interrupt vector can not reside in external memory.  It's best in flash but internal RAM works.  External memory is S...L...O...W.  Whenever possible copy to internal RAM for execution.

A reasonable mindset is external memory = disk.  Not true but it gets you to think in terms of overlays.
