I know ST webpages and documents also but from many STM32 programmers versioned from V1 to V3(SET/MODS/MINI) but among that which one to choose?

The one you like the best. The one you may get or buy easily. The one supported by your favorite programming environment. The one blessed by ST for your microcontroller. Any V3, V2 or J-Link will be good for CubeIDE.
