This is my first time using STM32 Cube IDE. I have run into the problem where after I program the board and everything says successful. My board does not execute my command. I have tried giving the came code to both cores so they both have something to do but that didnt work either. Here is my code. Cheers.

Hello and welcome to the community.
What do you mean by “My board does not execute my command”? Do you mean it does not execute your program as intended?
Also you need to describe what your program is intended to do and upload your project not only copying the content of one of the main files.

Hi. Thank you for your response. What I mean is that after I have coded the program and successfully debugged with zero errors or warnings and then send it to my board, Nothing happens. My code is also used to turn a LED on port B14 on and off every second. So after i send my code over and the board is done the LED does not turn on and off.

Hello,
Seems you have issues with your project. I advice you if you're not familiar with STM32 MCU I don't recommned to start with Dual Core device which needs more solid skills.
CM4 side has a compilation issue (sorry I didn't investigate the issue), so CM4 program was not uploaded and in your application CM4 needs to be loaded to start first and there are some synchronisation between it and CM7. Also you have an issue with USB (also I didn't investigate too).
I've modified your project on which PE1 is toggling from CM7 side.
Again start with less complicated MCUs architecture (let's say STM32F4 or STM32F7).
