External Reset Circuit?

I am using a STM32F103RBT6. The external reset circuit is recommended by

Figure 24 on Page60/91.

Could anybody answer me if the push-button is a must-have for UART programming?

Without this button, can I still use UART programming?

Is there anybody who designed a circuit without using this button but using UART programming?
