USB_NOE- what is it for exactly?

Hello,
I have read the RM0091 and some posts on the forums, i.e.: https://community.st.com/s/question/0D50X00009XkgYiSAJ/stm32f042-usb-what-is-activate-oe?t=1672784003313
With all that, I am still unable to understand what is the USB_NOE functionality for, like exactly...?
I would appreciate all help...

As the text says, it is for indication that the USB PHY (transceiver) is active. Not very useful.

But are there any details on how this Gpio toggless in time etc? There is just no strict info there.

I believe it's active (i.e. low) whenever the USB device transmits (in response to host's request, as per USB protocol).
