CubeL4 missing CMSIS

Hi!

I've migrated one of my projects to CubeL4 v1.8.1 and regenerated my configuration using CubeMX. After that, my project did not compile and I noticed that the cmsis drivers were missing. After a bit of investigation, I found that the firmware package zip file is about 200MB smaller than 1.7 and 1.8 and the uncompressed size is about half, only the ST-specific things are included. That means, there are no third party packages in the L4 patch, no utilities, not even BSP files. This means, that the L4 package is unusable, I had to revert to 1.8.0.

Note to others who have the same issue: delete and redownload the patch, it solved the issue for me. For whatever reason, the patching process forgot to copy old unchanged files into the 1.8.1 firmware folder...
