I haven't checked the other requirements yet, but you have at least one problem. You have set HSE to 25MHz - but on your photo there is still an 8MHz crystal soldered in at X2. How is that supposed to work?

Thank you! It started working normally after I set the HSE to 8 MHz.

This is an old issue recently fixed in CubeMX in latest releases. We recommend you update your software tools to avoid such problems in the future.
