Can I operate Nucleo-32 board with 3.3 V input voltage and disconnect on-board ST-link and connect external St-link?

I'd suggest you review the schematic. Watch for SWDIO, SWCLK, NRST, SWO, MCO/HSE_IN

I'd expect so, the external ST-LINK would need VTarget powered to drive it's buffers

UM1956 clearly mentions to use 3.3 V SB14 and SB9 should be open. But How do i disconnect on-board St-link?
