Encoder is a relative sensor it means that any movement respect to initial position can be monitored using this kind of sensor. On the contrary, FOC needs the absolute rotor position information and a pre-positioning step is thus necessary to synchronize the real angle and the SW angle. On the contrary, Hall sensors provide you with an absolute rotor position information. It means you exactly know where the rotor is (except for a uncertainty of +/-30 electrical degrees at start-up) and you don't need thus to perform any pre-positioning steps.
