Hello! How safe is the VIPER319XDTR non-isolated AC / DC converter for humans? For example, if it is used for the power amplifier power.

TL;DR NOT.

There are a number of reasons including the fact that line and neutral are often reversed. If this happens, then your circuit ground will be hot.

You could only use this if there is no way for a human (or the UL finger) to come into contact with any of the conductors. Like in an LED light, for example.

You show different ground symbols on each side. Not sure what you're trying to say but the part won't function like that. Your triangle ground below C4 is going to be connected to the Mains N input.
