WeAct BluePill: TIM3 on pins PB0 and PB1 not working

Split from WeAct BluePill + : SPI1 does not work (works with older generic BluePills !) - which is marked as solved.
Please keep to one question per thread.

finally : unfortunately not

lots of things are working , but now , timer3 on pins PB0 and PB1 doesn't ... why ?
