Your PDF reader should have a tools bar at the top left or bottom left where you can switch the view to Thumbnails or Outline. I have just looked again with the Chrome browser, where I also cannot find an attachment. Apparently Google has not implemented this.

So please download the PDF to your local computer and open it with a proper PDF viewer and not with this strange Chrome browser.
