I maked a small board to test st10r163�?st10r172�?st10r262 and st10r272. When the board power up. The RSTOUT(79) Pin is alaways low. I had founded some data, sunc as https://www.rigelcorp.com/__doc/C166/R-FLIC262.pdf But the data didn't have schematic diagram. Pls tell me some advice, Tks

I have bought several samples, and I found the same phenomenon when I turned on the power, so I guess there is something wrong with the schematic diagram.

It is a pity and I am very sorry to inform you that all the ROM variants you mentioned are obsolete, so no information from STMicroelectronics is available anymore.

I readed all the posts about st10 in the st community, and concluded that st10r has no internal rom, and can use external ram. But the st10 flasher tool does not have the function of burning external ram. what should I do, thank you very much

I suspect you'll need to read all the data sheets and app notes you can find, and write your own flashing / upload tool.
You're about two decades late for their to be any commercial interest in development tools for the ST10 series.
Perhaps you can find a contractor with related experience, or prior employees who worked on them previously.
