There is a command line program that can help to show if any part of the internet network is not responding:

The Traceroute command (tracert) is a utility designed for displaying the time it takes for a packet of information to travel between a local computer and a destination IP address or domain. After running a traceroute command, the results displayed are a list of the 'hops' that data packets take along their path to the designated IP address or domain. This command is commonly associated with the troubleshooting of connection issues.

ST uses several servers for the websites, eventually one of them may stop working, this website nslookup.io can help similarly to the Tracert command line program, if your Internet access is working.
