Cannot connect to target!

Hello,

First of all i am new to all of this programming.

I am using a St-Link/V2 Isol but everytime i want to connect to the target i get this message

Can not connect to target!

Please select ''Connect Under Reset'' mode from Target->Settings menu and try again.

If you're trying to connect to a low frequency application , please select a lower SWD Frequency mode from Target->Settings menu.

i have connected the board with 

Pin 19: VDD 3.3v

Pin 20:GND

Pin 9:TCK SWCLK

Pin 7: TMS SWIO

they also told me that the ST-Link should be visible as an mass storage on my computer, but it shows up as an usb dongle.

Suggests the target is non-functional, no details of what it's attached too.

Might want to get Pin 1 connected to the target's voltage.

The target is an controller for an E-bike who needs to be reflashed.
