I agree that STM8 is a really powerful µC. IMO it is one of the best 8-bit architectures I''ve seen so far. In particular, it is a good target for C compilers. Fortunately, STM8S and STM8L are now back to "active", no longer "NRND"!

IMO, the best solution to license issues is to use FOSS. In this case that would mean using SDCC as the C compiler.

Looks like STM8S, STM8L, STNRG, STLUX and STM8SPLNB are now "active", while STM8AF, STM8AL and STM8TL are still "NRND".
