If I allocate USB peripherals to M7 core along with SPI, memory interfaces, will M.7 core ses performance bottleneck?

STM32 has internal watchdog allocated each core independently?

I would like use M4 core as master and M7 core as slave. Can I reset M7 core until M4 is fully initialized its peripherals just after power ON? If yes, how can i implement in software or hardware?
