Where do I download the GNU Tools for STM32?

This reply to this post claims there used to be a way to download this, but now ST removed the ability to download their patched toolchain? https://community.st.com/s/question/0D50X0000BQOoj5/difference-between-the-toolchain-gnu-tool-for-stm32-and-gnu-arm-embedded . This tab no longer exists for "resources" https://www.st.com/en/development-tools/stm32cubeide.html#resource

Right now my IDE is placing the patched STM32 toolchain here, but I want to install this into Docker /opt/st/stm32cubeide_1.5.0/plugins/com.st.stm32cube.ide.mcu.externaltools.gnu-tools-for-stm32.7-2018-q2-update.linux64_1.5.0.202011040924/

I suppose I could just zip this entire folder up

It is installed as part of STM32CubeIDE. That thread is talking about the patch notes, which are available in the information center, as explained in the last post in the linked thread.

STM32CubeIDE Home -> Documentation -> Toolchain Manuals... -> Patch List.
