I found it. I should have read the tutorial #10 in the release notes for CubeMX 5.0.0 carefully. that tells that TouchGFX is in the repository for the micro. In my case for STM32F7 it is under

...\STM32Cube\Repository\STM32Cube_FW_F7_V1.13.0\Middlewares\ST\TouchGFX\installer\TouchGFX-4.10.0.msi

I don't think TouchGFX will respond correctly to email request for the latest version.
