Using STlink /V2 to program my NUCLEO-F103RB

I am trying to talk to my NUCLEO-F103RB board via my st-link/V2 B202016 but so far I have not been able to. 

Below is an image of my connection

I have connected the pins in following order 

JTAG_Pin 19 -> (Nucleo Board) Header CN6, PIN 4 (This supplies the nucleo board with 3.3V) (I've measured this out and it does provide 3.3V.

JTAG Pin 20 -> (Nucleo Board) Header CN6, PIN 6 (This is ground)

JTAG Pin 15 -> (Nucleo board) Header CN6, PIN 3 (This is the NRST pin). 
JTAG Pin 9 ->  (Nucleo Board) Header CN7, PA 13 (TCK_SWCLK)

JTAG Pin 7 -> (Nucleo Board) Header CN7, PA 14 (TMS_SWDIO) (Not shown in picture but i have connected it now)

When i try and connect i get the following message

Hard to see the ST-LINK end looks like connecting to 5 & 7, perhaps better angle, better resolution?

Check the solder bridge related to the NRST from the on-board

Check voltage at IDD jumper

I believe the NRST is fine. 

What is the IDD jumper? I have a voltmeter so i can check that quickly.
