It has always seemed to me that having that text which simply repeats the title of the table verbatim is entirely pointless!

Just remove it - it adds no value, and is just a burden to update!

A complex system that works is invariably found to have evolved from a simple system that worked.
A complex system designed from scratch never works and cannot be patched up to make it work.

+1, simply removing it is the right solution IMO; and already used in some chapters here and most in the newer RMs.

There's an amazing variability between how this subchapter is arranged for the various peripherals, including the presence/absence, accompanying text and positiononing of the link to the memory map chapter with the boundary addresses.
