STM32L562CETx - using only internal oscillators - Systick not increasing, HAL_TIM_Base_Start_IT makes freeze - Interrupt problem

Hello community,
I am working on a STM32L562CETx micro-processor and testing out basic functions. I only use the internal oscillators, no external is connected.
I managed to en-/disable GPIO output pins to drive LEDs etc successfully.
The Problem is:
Using HAL_Delay does not work. It freezes forever, this is because the systick seems not increase. I could not figure out ahy systick is not increasing
Than I changed the timebase to Timer1/Timer4/Timer7/etc. to check if it works with a timer, and the program freezes as soon as it tries to configure the timer as timebase.
After that, I created a completely empty new project, with only the stm32l562ce selected. I have only enabled the Timer4 with internal source.
The program hangs, as soon as I execute the line HAL_TIM_Base_Start_IT(&htim4);
When I step through each line in that particular function, I can step through the whole function, the timer is running (I checked it with live-register view). But after the step-out of the function, any next code line causes a crash. For example: int i = 4; causes a crash as next line.
I checked the following things:
- correct startup file (yes) - contains TIMER4_ISR Function
- correct _FLASH and _RAM file (yes)
- all interrupts enabled
I have no further idea what I can try and desperately seek help.

Picture of clock generation (all default values, I changed nothing here). Usually I use max. Frequency and only HSI and LSI.
I would really appreciate any help.

Additional information:
I programmed the exact same project (other processor) on my stm32l562e-dk discovery board (stm32l562QE-Chip), and It worked instantly. Could it be not a software, but a hardware problem? GPIOs etc work but everything with timer/interrupt doesnt.

I found the problem. I switched the processor on my board and with a new processor it works perfectly. So it seemed to be a hardware fault.

Debug the program. When it hangs, hit pause and determine where it's at. It's possible it's stuck within an IRQ handle due to failing to clear the flag.
