STM32L552 (non-Q) current consumption dependency to VDD

I don't fully understand one thing with STM32L552 which has no SMPS: Does decreasing the VDD from 3.3V to say 1.8V reduce it's power consumption?
All the measurements in datasheet and in AN5213 are done for operation ranges and in SMPS modes I see that at range 0 the Vcore is 1.28V. Can I assume that in no SMPS chip, there is a LDO that creates same voltage for core? And if it's LDO then the smaller the voltage drop the less energy waste into heat, right? But I don't want to guess. Can somebody please share facts, equations and maybe even some measurements.
