STM32F407G-Disc1 Power supply / Grounding problem -> USB device is not recognized

Hello Community, 

We have issues with a STM32F407G-DISC1 board. We had the board running in our car, but this problem right now can be reproduced on the bench without any PCB. The problem occurs inconsistently. We can break down our problem to a setup where nothing but the DISC board and the ST-Link and Serial port cable are used.

 

Running setup: 

ST-Link (power) cable connected to the same computer as the USB serial cable. ST-Link jumpers are connected. 

Serial port sends messages, STM works. 

 

No communication setup: 

Power cable is connect to the wall/power bank or the STM is powered from a supply or ST-Link jumpers are not connected. It is also not working if we connect the DISC-board with our PCB, which is only a breakout board where pins are connected to connectors. Either modification stops the STM from working. My laptop shows sometimes this message when it is not working.

We expected a grounding issue or cable problems, but we couldn't explain why or what we doing wrong. A component on the board might be bad.
