STM32F030C6T6,we purchased two packs,both COO MY but two different MSL such as MSL 2 & MSL3 but Digikey showed this is MSL 3,may I know any documents for this changed?

The stated MSL is not an indication of a fake. Furthermore the MSL may change and its value stated on the packaging always applies.

I heard some COO Malaysia are under MSL 2 and 3 ,is it including my item as I mentioned?

No official PCN is currently available.

But anyway:

MSL 3 stands for Moisture Sensitivity 3 (1 week at <=30DEGC/60%RH)
MSL 2 stands for Moisture Sensitivity 2 (1 year at <=30DEGC/60%RH)

The step from MSL3 to MSL2 should therefore be completely painless.
