All caps is a bad habit.
With no PWM the angle should be minimum. Just reset the increment count there.

For 20 ms (50 Hz) servos the pulse width is typically between 1 and 2 ms, with 1.5 ms as top center.

Review specification / datasheet for servos being used to understand their performance / expectations.​

hi
I know
my means after boot controller we cannot understand position shaft with pulse encoder only can understand how much change angle with this reason is pulse encoder
we can calculated how much move shaft not give us exactly angle
I like know how resolved this problem in servo system
in servo drive how understand first angle how much try start from this angle because if start wrong angle rotor as soon possible move to angle try to start in some application this is dangerous

Without some other sensor input going to be a tad difficult​.
​
If you want to know position out of reset you'll need an encoder that reports such.​
