Sounds to me like your external clock (crystal?) circuit has a problem.
You might try reading the .Options

Pretty much any application of synchronous logic, and a clock, needs a proper POR (Power on Reset) implementation which clamps the reset for a specific period of time AFTER the power supply has stabilized and reached a threshold, and catches brown out conditions. RC circuits always fail to perform when you need them.
Some thing like the Microchip MCP120 works effectively.
