What does your company pay for urgent engineering assistance and consulting? I believe ST keeps a list of companies how might be able to assist you. Although I suspect there is a premium if it is really urgent.

Get the IAR J-Link for ARM.
The J-Link plugs into your STM3210E-EVAL. Depending on the size of your application you may be able to use the free KickStart edition of IAR Embedded Workbench for ARM. (I like IAR tools. For my use to date 32K max size and free works. As soon as I get a contract that actually sends money my way I will support IAR by buying a license.)- Mark as New

As already noted, the STM3210E-EVAL has a JTAG connector - so use it!
It is, in my opinion, folly to develop without it!

Be aware there were two practically identical threads on this.
