Sure. The board doesn't care what is powering it. Probably needs to be connected to a PC to flash it.

Yes but i flashed a small program of blinking the green led of the Nucleo via ST link Utility! but nothing happened ! i can't see the led blinking, however i can see blinking with debug mode (via STM32CubeIDE) !

How exactly are you powering the board? There are guidelines in the user manual for valid power configurations. The ST-Link chip could be holding the other one in reset if not done correctly.
