I need ask about this part"STC04DE170HV"
if it is valid part number or not as this is found in mouser database as ST number

What is that part supposed to be ?
I think not a STM32 microcontroller.
The number code "170HV" sounds suspiciously like that adjustable 1.5 .. 30V voltage regulator, with HV for horizontal-mount TO220 casing.

These are obsolete parts.
Why would you need to know about them?

Casual googling yields hints that the former is an unusual power transistor which appears to never took off, the latter being a video decoder chip, both more than a decade old.
This is a primarily user-driven forum and you're unlikely to get better answer here. You or your customer may want to contact ST directly.

Or one of ST's official distributors in your area.
