If the library was on ST's site it'd expect it to be here
http://www.st.com/stonline/products/support/micro/files/an3128.zip Since it isn't either it isn't posted yet (the AN is only a few weeks old) or its somewhere else. Where did you find the original link to AN3128? Its not on the main STM32 download page at http://www.st.com/mcu/modules.php?name=mcu&file=familiesdocs&FAM=110- Mark as New

Maybe it's another one that you have to specifically request?

Hi All,
I went on a ST seminar in Rousset (France).
They said that this graphics library will be available during 1st quarter of 2011.
You have to wait.

Dear All,
We are pleased to inform you that the STM32 Embedded GUI library release is now available(attached). Please refer to application note AN3128 for a complete description of the graphical library Objects/API.
The full package contains the STM32 Embedded GUI library and demonstrations firmware as well as a software application Resource Editor (User Interface).
- The STM32 Embedded GUI demonstrations are running on the following Evaluation board:
- STM3210B-EVAL Board,
- STM3210E-EVAL Board ( for High density and XL density devices)
- STM3210C-EVAL board,
- STM32100E-EVAL Board
- STM32100B-EVAL Board.
- The software application Resource Editor (User Interface UI) is provided to leverage the feature of the STM32 Embedded GUI Library. This UI allows the user to develop his own screens using the controls provided by the library and then generate the source code (header and c file) which can be integrated in the firmware application. For more details on how to use the Resource Editor please refer to the software help file (after installing the software application).
