This problem is fixed and you can now download the  X-CUBE-LED1642 package from ST web.

Please, clean your cache and try to get the software.

After checking with the concerned team. The X-CUBE-LED1642 is not available for download since it became obsolete. 

PS: the link of the product is also removed.
